Invitation for Consultancy Service
A team of National Consultants to develop a guidance book for Mongolian schools on
Disaster and Emergency Preparedness
Background:
Education Emergency Cluster of Mongolia is co-led by the Ministry of Education, Culture and Science (MECS), UNICEF Mongolia and Save the Children-Japan. World Vision Mongolia is one of the active members of the cluster and has been implementing “Risk reduction and resilience in Mongolian schools” project (M204131) that covers 12 schools in three provinces and two districts of Ulaanbaatar since 2015. The main objective of the Cluster is to coordinate and ensure accountability of all the partners in the education sector as well as the technical quality of interventions for emergency preparedness, response and early recovery in order to ensure appropriate education services for populations affected by emergencies and disasters.
World Vision Mongolia is obligated by the Cluster to lead the development of “Disaster and Emergency Preparedness guidance for Mongolian schools” within its ongoing “Risk reduction and resilience in Mongolian schools” project funded by USAID/OFDA. Other Cluster members will provide technical support and comments to the final draft version of the guidance and the Cluster plans to use the guidance in capacity building interventions towards improving emergency preparedness in provincial/district and school levels in 2017 and beyond.
Goal:
The goal of this consultancy is to develop Disaster and Emergency Preparedness guidance that can be easily applied by Mongolian schools based on the existing guidance documents used internationally. This guidance should be specifically designed for heads of schools, school personnel, teachers, support staff, students and other individuals involved in emergency and disaster preparedness at school.
Objectives:
The specific objectives are:

To guide heads of schools and personnel in assessing risks and planning and carrying out physical protection measures;

To develop skills of the school emergency management committee and other parties for disaster and emergency preparedness, response, and rapid recovery; and
-
To support schools in developing a disaster and emergency plan specific to their local needs and further replicating their good practices nationwide.
The guidance should include but not limited to the following components:

Assessment and Planning

Establish and empower a school emergency preparedness committee

Assess risks, hazards, vulnerabilities and capacities

Develop and implement contingency planning for education continuity

Physical and Environment Protection
-
Structural safety maintenance
-
Non-structural mitigation
-
Environmental safety
-
Response and Capacity Development
-
Response coordination using Incident Command Systems

Standards operating procedures (SOP) in schools
-
Response skills / provisions
-
Practicing, Monitoring and Improving
-
Simulation drills to practice, reflect upon and update the school disaster preparedness plan

Monitoring indicators for school disaster preparedness
-
Sample templates including drill preparedness checklist, Emergency Provisions Checklists etc.

Requirements for consultancy team:
The consultancy team may consist of 2-3 members who can meet the following requirements:

At least 5 years of working experience on disaster management
-
Experience in developing guidance on disaster management and other disaster management related policy documents
-
English fluency and strong translation skills into Mongolian
-
Proven experience in conducting research and analysis on disaster and emergency preparedness related issues
-
Proven track of record of delivering high quality products
-
Knowledge about Mongolian Education system and schools is an asset.
